well from I have seen the sky texture is hardcoded into zone files
you can either set it to be default texture or set it to 0 and just play with fog color - from my experiments you cannot give zone sky any other texture than the default

this is how they gave West Karana Green sky and green fog during Plague of Karana GM event back in 2002
