I need to e-mail hamled about it :p but here is what I found
EmuLoader rights to the ini file, but incorectly. The server section is all messed up. So copy the directory section and paste it into the original from the zip file. Then make the file read only. Granted I don't play on live, so havn't tried the patcher...
It also needs libmysql.dll either in the same dir, or in your windows\system32 dir
You can also try to add localhost to the server list, but it seems to be checking for a response (from a webserver?)
