I have the following files in my login directory

EQEmuAuthCrypto.dll
eqemulogin.ini
EQEmuLoginServer.exe
libmysql.dll
login_opcodes.conf

Error 126 means ERROR_MOD_NOT_FOUND

I think you miss a dependency of the dll.
