You can check the server list and see the numbers on each of the servers for whatever time you normally play. If there are decent numbers on, there is a good chance for raid guilds being on at that time. I know quite a few servers that have raids around the clock.
You also might want to check out The Hidden Forest. I know it is located in Europe and so it might get more EU players than other servers, at least at some point. Seems to be a well-made server from what I have seen of it. I am one for attention to detail and it seems like that is exactly what they focus on there.
