Default Newbie Quests and Database Backup

Two things, really, but I don't want to make multiple threads for potentially simple questions.

So first:

On a brand new compile of the server, everything runs perfectly fine as far as I can tell but the Newbie note hand-in quests don't appear to work (where you hand a note to your guildmaster and receive a chest slot item like the Dirty Tunic). Specifically, the Rogue and Bard ones in Kelethin and the Enchanter and Magician ones in Felwithe and the Necromancer one in Neriak (those are the ones I've tried) do not appear to work. I just get the note handed back to me with no dialog. All other quests I've tried appear to work fine, even ones from the same Guildmasters. Is there something I need to do to enable them? Are they just not included?

And second:

Say I was messing around with loot tables and realized that if you create a new one and choose "Apply LootTable to Multiple NPCs" it will overwrite their existing loot table. Say this is not what I had intended.

Just say I'd really like to be able to restore the default loot tables without having to wipe the rest of my database and I at least had the presence of mind to have a backup of the database SVN in a separate folder.

How do I do that?
