If you reverted the two small changes to shareddb.cpp in 1875 it should be back to the way it used to be.

Alternatively you could extend the skill_caps table in the DB which gives you more flexibility if you wanted to raise the caps past what they were at 75.

Another option might be to add a different rule for the max skill level and use that instead of max character level. That would give you flexibility to set both of them independently as well as extend the table if you wanted to.
