NPC;s not responding to hails, and no permission to ooc.

I am new to eqemulator, I set it all up as instructed and went to the hidden forest and downloaded their custom files and spell files and installed them for titanium. I entered the game with a charm, and the quest screen is up to Hail Queen Adrielle, but I get no response from any NPC when I hail them, so I cannot complete any quests, also I tried to ask in ooc and it said I did not have permission. Any ideas?
