how do i get augments working.

First off i am running an older world build 1870 something no at home right now so i can't say for sure but i upgraded to the latest compiled download and after running all the sql updates back to my verion i still got no npcs to spawn and a few other odd errors i am totally sure a run all the sql updates.. So anyhow i rolled it back to my working 1870ish build and everything seems fine but the augment system.. Anytime i try to open a augment forage or pool the screen flickers and nothing opens. Zone.exe show no errors. How do i fix this? Oh btw it i tested it out for the breif time i had the latest build running and it did the same thing.
