Unless you are running your own private LS, you don't need to worry about setting up the login.ini config. You have a weird setting in there anyway that would probably cause problems:

Either way, it sounds like you are still having a port issue. If you can connect locally, but people outside your network can't, it means they are being blocked. If your PC is set as DMZ in your router, then that should open all ports to make sure the router isn't blocking them. The only other way to rule out the router completely is to connect your PC directly to the modem if it is separate from your router. If people still can't connect, then it is your PC itself that is blocking them or your ISP is blocking ports.

I didn't see where you mentioned it yet, but make sure you disabled ALL windows firewalls, 3rd party security software and firewalls and maybe even anti-virus software and try it again to rule that out.
