Even without changing the code you can still create a character with UF as long as you unselect the Tutorial button on the log in screen. Can you not do that on your server? If not, then are you certain you are using the current patch_Underfoot.conf file? If you have been running the server for a long time and just copied in new exe files, you may have missed some changes to the .conf files.

Edit2: you should see my server in the list. connect with UF and make character with and without the Tutorial button checked, it should match what your server does.
I haven't tried disabling the tutorial button, but I assume it would do the job as you pointed out even in the old thread man, but, that method relies on those logging on for the first time and/or creating a new character to disable it. Needless to say, not many do as I had 12 accounts (with the name "Test Server" in my servers name in just 3 days), 11 of which had no characters. I'm sure if I look back at all the logs it would show they were using UF, suffice to say, it seems a large majority of players use the UF client, heh. Furthermore, suffice to say, they don't disable the tutorial.

Is there a way to have the server force the button to be in a disabled status?

The line you changed is as you know just an if then statement with only boolean based variable comparison right or no? I would need to look again. I dont imagine boolean changing from 32 bit to 64 bit, but, aren't some variable types affected by 64 bit in some manner? I'm only an old school programmer from the days of DOS where 64 bit was not an option, heck, it wasnt even in pipe dreams.
