I think that is the whole reason for Packet Collector so that we are not relying on people but actual packets for item collection. So if there is stuff missing then you need to find someone that has it and try to get him/her to do a trade window on you. Hell I tricked my friend into running it while he plays EQ. He doesn't care as long as it doesn't screw up EQ. He is playing a lvl 52 wizard with a big guild so hopefully he'll get some good stuff coming down the pipe.
