Default chat and language issues

new server with source and db from 11-29-13 is having some chat issues by default. . .

/ooc does not work for any level or status, getting a message “This chat command no longer functions on your server" /auc, /shout, /tell all still work. . .

some players are getting unreadable text when they speak, some are not. . .

any ideas? is it something with the new code?

I've noticed that some players don't have common tongue. I've negated this by setting common tongue to 100 on world enter and flagging it with a global.

Karma limit is probably enabled by default.

karma matters with a max level player? or even a gm with 255 status?
