yeah pretty much.

When Kunark came out, the 51+ mobs had a tremendous jump in DPS output, and Kunark gear had such a significant boost in AC that planar armor started to look like crap. So they had to use a different dmg formula for pre and past 50 combat.

Then there was another jump with Velious mobs, Then super jump with Luclin, and mega jump with PoP. Then each jump was getting larger and larger. They strife so hard to increase difficulty to keep folks occupied grinding for first tier of gear in a new expansion just to be able to grind for 2nd tier, just to be able to grind for 3rd tier, before you can actually get to the raid mobs. In other words it was all part of the policy to create a monstrous time-sink for the players and their combat code reflects that.
