Now that I have that out of the way, how do I go about making a classic eq server for myself, like project 1999.

Or, you could just modify it into something you would like to play on that isn't a copy of a copy (p1999 is a classic live copy).

As Scorpius said, one NPC at a time. They probably will never release their database and no other one exist with that much accuracy, well as far as Classic goes.
