The reasoning is what Demonstar55 posted.. VS2012+ is required and is not supported for WindowsXP
Not sure how accurate or true these statements are, but it's not so easily readily available any longer with EQemu revamp about a year ago which included build guides. It wasn't that far back though that XP could build np with EQEmulator however.

Some portions of current builds may or may not be supported, but you should still be able to build a server based on PEQ from about the beginning of 2014 or late 2013 or anything earlier than that time frame.

I think I used this guide version here, but changed the portion of the guide that said "In the next dialogue that says 'Specify the generator for this project', select 'Visual Studio 11'. Click on Finish." to Visual Studio 2010 instead.

Good luck hopefully it all goes well you should be able to get something working I'm fairly certain, but idk if it'll have all the same full functionality of VS2012+ and newer PEQdb's.
