Custom NPC Graphics & Models

I am trying to create a server really unique.

Does anyone know how I can edit or create new NPC models and textures and then import them into the game?

IE: What if I wanted to have a 2nd version of Cazic Thule with 8 arms. How would I do something like that and what tools?
