Okay, I have rebuilt a new server from scratch and also tested a month old AKKA prebuilt package. I get the exact same results. Charms do not work and when I try to use the export client feature, it still creates a 28 meg spells file and an empty dbstr file except for the following entry, Major^Minor^String(New).
At this point it seems to be an existing problem for the above items. In AKKA's installation the Shard of Eternal Pain appears to be working. Not sure why it doesn't work in any of mine.
