The library and public locations have their own local intranet and it lets you reach out to the internet.
Having said that, you running a server inside the library does not mean you would be able to access it outside of the library (such as on the public eqemu login server). Most of the time you have to port forward unless your server is actually out on the web (DMZ style). If anything you would be forced to run your own login and access the world over the intranet through your login.
Lastly I hope you have permission to do what you are trying to do here
