Try completely re-downloading the patcher. (as in deleting all files of eqemu patcher on the comp and redownloading from this website)
If that doesn't work... hmm...
the only thing I can think of is a possible firewall you may or may not know about that is restricting access to connect to an outside source in this manner.
Of course, that makes absolutely no sense in the...sense...of why it would be doing that. Try disabling any firewalls and allowing full internet allowance from your computer. (don't blame me if you get hacked
