Error 1044 and 1045

Tried it.. didnt work.. here is what i did

mysql> mysql -u root mysql
-> GRANT ALL PRIVILEGES ON eq.* to XXXXXX@localhost
-> IDENTIFIED BY 'XXXXXXXXX' WITH GRANT OPTION;
ERROR 1064: You have an error in your SQL syntax. Check the manual that corresponds to your MySQL server version for the right syntax to use near 'mysql -u root mysql
GRANT ALL PRIVILEGES ON eq.* to XXXX@loca
mysql>

Thats how it happened for me.
