If bandwith is a big deal, I might have a solution. Im not a networking expert so if this is retarted dont shoot me, Im just tyring to be helpful.
My dsl company gives me like 128kbs upload and download speed. Unlike webhosting, this is unlimited. No caps ya know? Of course they do happy things like giving you a dynamic IP and blocking the default port 80 so people dont get smart ideas like hosting a webpage from their pc. Well, you can just tell people to use a different port, and theres a nice free service called NO-IP that circumvents the dynamic IP problem. They check your new ip evertime you turn your computer on, and so once you pick your fixed ip address, it just redirects everyone to your IP of the day. I use it to share files with by friends without having to burn cd's for them.
That should work just fine, and if people turn of their computers just have like 3 people do it on different shifts or something.
ALso making people log into the patch server might be a good idea too. Make everyone use their forum password to log in and alocate 3 accesses per month.
