Default Mobs spawning

It sounds like a good idea and all.
And I am quite good at spawning mobs, if I do say so myself.
The thing is, you can only spawn certain races of mobs in certain zones. I don't know if there has been any experimentation with this, but, for example, you cannot spawn a dragon in freeport, the textures of those zone dont have a dragon in them. So even if you did make a new "fear plane-type zone" it could only have the same textures that are allowed...Like phoboplasms, horsies, spectres. However, there are spawn races that can be spawned in any zone. Just throwing out an FYI. But I am willing to help.
