Default Melee damage WAY too high.

Sceptre of the Observers, a 20/40 weapon. Vlad (shaman) hastes himself, gives himself some strength, and comes at our group and starts crushing us all for 227 damage a shot. This is a 20 damage 1hb.. normally should be hitting for 50-60. Then ontop of his guild owned locations (a maximum of 25) that could mean he could hit for about 80 damage. Then add some of his strength, maybe 100 damage. Then add his skill with 1hb, maybe 115 damage. But 227 damage? I could barely hit for 227 with my 57 SK on Tallon Zek who had 255 strength and maxed piercing with a Tantors Tusk (50 DMG weapon). Harney hit Odyesseus for 366 damage with his Culler, a 34 damage weapon, and was shooting me for 250 with hiw bow. Please consider lowering melee damage on PvP. Spell's are already nerfed by 50%. thanks.
