Try changing:
account=
password=

to:
## account=
## password=

I'm not sure if this will do anything, so let me know.
And your eqhost.txt file should be pointing to eqlogin.eqemu.net if it isn't.

cut and paste any errors from world or the zone windows.

Note for later: I guess you only want to run the server for your own network at home? 192.168.x.x will only allow the computers on your local network, but everyone will see it listed on the eqlogin.eqemu.net login server. Once you have it working in this setup, give the public login a shot. That way people don't try to login to a server that is unreachable
