I'm assuming you want to know how to run the server and connect to it yourself without playing over the internet. Currently there is no way to do this as the login method was changed and there are no programs available yet that can run on your local machine. However you can follow the How to run an eqemu server guide and connect it to the normal eqemu login servers and then play on it yourself, it will jsut require you to be connected to the internet.
