I think your confused by what the word "legit" represents here...
Don't think EQ live experience rates, most servers are far faster, infact on many you can reach 65 in about a week or two.
Most people find no fun in leveling with the push of a button, casting any spell instantly or zoneing on command, thus those servers are not common. I personally have no idea why someone would even bother to play a non-legit server, fun for how long, a day... if that?
