Slow motion=bleh

I recently (monday) began using a new laptop and for some reason EQ is running SLOWWWWWW.... the graphics card is a Mobility Radeon 9200 using the drivers that came with it (I can't seem to find drivers that will correctly install.) and for some reason EQ runs in slow motion. Its not a choppy losing frames slow motion, its a smooth slow motion that results in my characters running SLOW as hell. Just wondering if anyone had ever heard of this problem... I know this isn't the correct forum for this kind of question in the least bit but wasnt really sure where else to ask
