Default Rules = Reboot?

from everything I've read, the rules system (rule_values in the db, and #rules in game) are supposed to allow admins to make changes on the fly on their servers. Is this the case? On my server, it seems like I need to reboot in order for the rule changes to take effect, even when I'm making changes from inside the game. Am I doing something wrong, or am I just flat out wrong?

All rule changes require a reboot. They are loaded with the current settings when you first start the world.exe
