Default setting up a localhost

ok so question my comp isnt wanting to set up my peq db to run under localhost but it's here in my mysql files and cant even open them in navicat so was just wondering if maybe someone knew a fix that i could do or anything but it wont load up my server or let me customize any files.

Please don't post support questions in the development section. I am moving this to server support.

Also, your question doesn't make any sense to me, so you might want to try explaining your issue better. What exactly is the problem?

ok pretty much i cant figure out the problem trev it's the same guy who had all the problems with quests well i got that sorted out then i had my brother over working on the comp a little bit and after that bam the whole comp crashed so i reinstalled everything once i got it running again and all the files are in the right area but it's not loading as if my database doesnt exist but it's in the files was wondering if maybe you could shoot me the link to that guide you had given me before to see if maybe i missed a step or something that could do this.
