Default VERY Frustrating Error!

Hey all so when I go to load up my server im getting the stupid perl error saying Entry Point Not Found. Ive read other posts about this but nothing seems to be working. Ive downloaded the perl58.dll I saw in 1 of those posts n still nothing. Ive tried

Reinstalling > Reboot > install perl cmd commands > reboot = nothing

Ive tried moving the .dll to my System folder, my system32 folder.. getting nothing, absolutely nothing is working and im at a loss. Been working on it for about 4 hrs now. ANY help is greatly apprecaited.

You are going to want to uninstall that version of Perl and remove all perl58.dll files from your Perl folders and your system folders.

I had wierd problems with that as well.

Alright well I did that, but when i got the 1612 rev, theres no
Code:
peqdb_Rev1612.sql
so how do i put it into the database like, the 1589 all i did was go into mysql and do "source <revname>" and it worked. But this 1612 has no sql file im kind of lost.
