Default 'Local function definitions are illegal'

When I compile zone.exe, I get 19 'Local function definitions are illegal' messages. What do I do to get rid of those?

Raindrops heavily pounded on the tower's surface. Wind roared angrily in the distance, forcing the trees to bow to it's pressure. Black, swirling clouds filled the sky, for as far as the eye could see. The land had become a wasteland. Lightning struck every tree, every house in sight in turn... And, in the midst of Chaos, stood the Dragon, atop the highest peak, of the highest tower... The wind pushed him slowly along the slick tower surface, forcing him to the edge. He fell to his knees, lacking the strength or will to remain standing against the wind and rain. As the wind finally pushed him over the edge, he managed to draw the breath for one last comment, which echoed throughout the sky, clear as crystal, "And then comes the end..."

Might want to say what version, what compiler, list the errors..oh, no that would be HELPFUL to getting an answer
