Trying to set up an off-line Server

I'm trying to set up an off-line server because I only have access to internet 2 hours a week when I can use a friend's internet with my laptop.

I've been reading the multiple posts about server set ups and similar topics & did several searches for information. However, I have not found or have somehow overlooked how to make it an offline server so that I can use EQemu during my freetime when I don't have internet access.

I appreciate your time to read and reply this, as well as any advice/help you can offer.
