Default Remote DB access

Ok, anyone able to point me in the right direction for figuring out how to give someone else direct access to my database? I have been trying for days to figure it out and apparently im too retarded to get it right....

i am using navicat and i have created a new user, given the user access to db, gave them username and password...have tried their ip address and tried % as host...they cannot get access...at one point with several different trials, they were able to get a message that they were "timed out" when trying to access...but then tried to fix that and ended up not being able to connect anymore...

my port 3306 is open

im thinking it may be firewall related, but cant seem to figure out why

i try to research it online, but i get a lot of confusing/complex results that probably have nothing to do with my issue, so either i don't know what to search or im just too dense to get it lol

any suggestions?
thanks

Silly question.. Is your port 3306 allowed on Windows Firewall?

also you may want to use mysql admin (free from mysql of course)

it works really well and allows you to setup access by ip address (recommended for remote access) as well as user/pass.
