Updating DB problem

Sorry for such a newbish question.

I installed the server pack to play minilogin.I followed the guide exactly except when downloading the quests and maps.The guide was confusing me so i copy/pasted them in both mentioned folders so I would be sure that one would be in the right place.But this was well over a year ago,maybe 2.

I typed in the drop and load commands and source commands for the updated version number but nothing ingame seemed to change.Empty mobs and bosses etc...Everything is the same as the plain server pack with no updates.

I tryed many times to try and figure it out but couldnt and gave up.Havent touched it in over a year.The bug hit me again and I'd like to get this fixed.

Where am I screwing up.And where can I start back from without doing a full reinstall?Or should I just do a full reinstall?

And looking at the "current" windowsserversetupguide,half of it has lines drawn through it like you are not supposed to use that part.

And btw,this will be on an XP machine.Are there any differences for xp that the setup guide doesnt address?
