EQEmu patcher

hi i posted my problem yesterday im sorry im posting again im just kind of confused with this my problem is that when i double click eqemu patcher it gets to a certain point where it says the feature you are trying to use is on a network resource that is currently unavailable then says click ok to try again or click browse to find a alternative folder containing the installation package 'EQEmu Patcher.msi' in the box below

is it because ir estored my comp or is it something to do with EQEmu?
