Yes, enable telnet in the server config and telnet to it:

Or whatever your IP address is.
Then, you must log in using a GM account. Once in, you can do "echo off", then "acceptmessages on" and finally "ooc The server will be coming down in 10 minutes, please log out."
You will be able to see people reply in ooc or even sending tells. Before typing "echo off" on the console, you can type help to find more commands and info. I think there are also a few webtools in the tools section that might have something like that as well.
