So are my ports blocked at 7000-7500?

and should my next step be to talk to my ISP?

He's connecting from a VPN and he gets to the server browser through my Login Server so there is someeee connection.

So what are the next things that are happening there.

His Client is set to my VPN IP with the port 5998.

Edit: We got him connected to the 1999 Server just fine so it has to be my end in some manner.
