The current 5.0DR3 is reserved for developers and those who can compile raw source code into executables. Source code is a mash of words, semi-words, letters, symbols, and logic that a computer will interpret into something usable to itself, in a 1 and 0 format. If you don't have the tools or the knowledge to turn the code into 1's and 0's, then you can't host a server with the current release.
